Overview

Adexen is mandated by a leading international Civil Construction Group to recruit a Regional General Manager for a new subsidiary dedicated to large-scale infrastructure and building projects in Saudi Arabia.

We are looking for an experienced General Manager to lead this new entity as strategic and operational head, establishing the subsidiary, ensuring world-class execution, and building a high-performing local team.

Responsibilities

  • Market Entry & Business Development : Lead the set-up of the Saudi subsidiary, develop market intelligence and entry strategies, identify and secure new opportunities, and build relationships with government authorities, clients, consultants, and partners.
  • Project Leadership & Technical Oversight : Provide technical leadership across engineering, procurement, and construction; ensure projects are delivered on time, within budget, and to international quality and HSE standards; oversee tender preparation, cost estimation, and contract negotiations; monitor progress and risks with regular reporting to executive management.
  • Organizational Leadership : Recruit and develop talent; foster a culture of performance and continuous improvement; ensure regulatory and policy compliance; align delivery with commercial objectives.
  • Stakeholder Engagement & Representation : Represent the company with clients, authorities, and industry associations; act as primary spokesperson; develop long-term client relationships for repeat business.

Desired Skills and Experience

Education :

  • Master’s degree in Civil Engineering, Construction Management, or related discipline.
  • Professional Certifications : PMP or equivalent; membership in international professional engineering associations preferred.

    • Experience :

  • Minimum 15 years in large-scale infrastructure and building projects, including at least 4 years in a senior leadership role within an international or top-tier regional construction group, and a minimum of 5 years of professional experience in Saudi Arabia.
  • Proven track record in leading large-scale infrastructure and building projects; strong technical expertise in EPC processes with demonstrated success in project delivery; entrepreneurial mindset to set up and grow a business in a new market; strong negotiation, leadership, stakeholder management, financial acumen, and multicultural adaptability; fluency in Arabic and English (written and spoken); knowledge of German is a plus.
