Regional Context

The Middle East and North Africa, Afghanistan, and Pakistan Region serves twenty two countries across different income groups, of which fourteen are active / potentially active IBRD / IDA borrowers, with a total of 251 projects and over $51 bn in total commitment. Regional Hub Office

The World Bank is establishing a Regional Hub office for the MENAAP region in Riyadh, Saudi Arabia. Regional leadership has moved to Riyadh, and a Regional Hub Manager oversees day-to-day operations. The Hub collaborates with GCC country teams and cross-regional initiatives, working with IFC and MIGA teams as needed, and coordinates with the Regional Development Effectiveness Unit (MNADE) in Washington, DC.

Roles and Responsibilities

The Senior Administrative Assistant (GD level) will provide dedicated support in Administration, Transaction Processing, and Logistics, including administrative tasks for the Hub Manager, transaction processing for the Hub Office, and event planning support. Roles may include Learning Coordinator, Transport Coordinator, Travel Coordinator, Leave Coordinator, and Health Focal Point, in addition to Facilities liaison and coordination of shared room facilities and training / cafeteria bookings. The candidate will work under the Regional Hub Manager and liaise with the Regional Operations Director in Washington, DC, and Regional Practice Directors based in Riyadh.

The following duties are expected to be performed in a fast-paced, multi-tasking environment :

  • Administrative Support
  • Maintain general office procedures and disseminate guidelines to enable efficiencies and consistency; identify improvement opportunities and develop solutions.

  • Provide a wide range of administrative assistance to the Regional Hub Manager with managing priorities, workflow, correspondence, meeting minutes, and documentation quality.
  • Act as first point of contact, respond to inquiries, and exercise strategic thinking and decision-making as needed.
  • Handle confidential matters with tact and discretion; make decisions when multiple courses of action are possible.
  • Coordinate scheduling for the Hub Manager, gather materials, prepare mission briefing materials, and manage travel logistics; support meetings and events.
  • Collaborate with Management and regional teams to ensure alignment of processes and procedures.
  • Transaction Support
  • Liaise with Resource Management for cost data and budget availability; monitor contracts within the Hub Office budget.

  • Maintain data in SAP and related systems; assist in contract creation, payment requests, and information gathering for contracts.
  • Ensure compliance with ex ante / ex post controls and record retention policies; monitor payment status and assist in processing.
  • Coordinate with HR, Accounting, and GSD to ensure timely processing of contracts and payments.
  • Office Procurement
  • Assist with procurement of office goods / services, identify suppliers, and request quotes; maintain vendor lists.

  • Ensure procedures and processes are followed; support APRC secretariat and report preparation for approvals.
  • Logistics and Event Management
  • Coordinate large events, supervise the Office Event Coordinator, and support vendors, travel arrangements, and contracts.

  • Oversee materials preparation and registration for events managed by the administrative team.
  • Travel Coordinator
  • Provide travel support to staff, visiting missions, and consultants; liaise on visa-related issues with the Relocation Focal Point.

  • Act as focal point for the travel agency contract; verify travel bills and enter trip requests / costs.
  • Other Support
  • Supervise drivers and messengers; act as HR proxy with the HR business partner.

  • Serve as Leave and Attendance records point and Health Focal Point; coordinate facilities for Regional Hub.
  • Disseminate information to build trust and perform other tasks as assigned by Management.
  • Selection Criteria

  • Bachelor’s degree with at least seven years of relevant experience, preferably with international development organizations.
  • Ability to handle sensitive and confidential matters with judgement and maturity.
  • Excellent interpersonal and communication skills; able to work within a team and write clearly and concisely.
  • Excellent organizational, administrative, and time management skills; able to work under pressure and manage multiple assignments.
  • Strong written and verbal communication skills; ability to reorganize, edit, and draft documents.
  • Strong interpersonal skills to work with internal / external contacts in a multicultural environment; ability to respond to diverse inquiries and make decisions.
  • Ability to build and maintain an effective network of contacts within the World Bank Group to support business needs.
