Government Relations Manager
One of the leading retail conglomerates in the Middle East is seeking a Government Relations Manager to support its rapidly expanding supermarket business in KSA .
The ideal candidate will be responsible for overseeing all government‑related activities, ensuring full compliance with Saudi labour laws, municipality regulations and retail licensing requirements. This role will play a key part in maintaining smooth operations across stores, warehouses and corporate offices by managing relationships with key government authorities and facilitating approvals, renewals and documentation processes.
Work location – Riyadh.
Key Responsibilities
- Handle all activities related to government departments such as Labour, Immigration, Municipality and Chamber of Commerce.
- Manage company licence renewals, store permits and commercial registrations.
- Ensure compliance with GOSI, MOL, MOI and Zakat / Tax authority requirements.
- Maintain up‑to‑date knowledge of local laws and regulations impacting retail operations.
- Coordinate and process government inspections, ensuring timely renewals of all statutory documents.
- Process all types of visas (employment, renewal, transfer, cancellation) for store, warehouse and corporate staff.
- Handle Iqama, Emirates ID, medical and insurance renewals as applicable.
- Maintain and update the employee database for all government‑related documents.
- Support onboarding by preparing offer letters, visa applications and facilitating joining formalities.
- Assist employees in resolving government‑related issues (e.g. labour cards, traffic fines or sponsor transfers).
Licensing & Store Operations Support
Manage trade licence renewals, shop signage permits and lease‑related documentation.Liaise with landlords, mall management and local authorities for store opening approvals and fit‑out permits.Ensure that warehouse and retail outlets comply with health, safety and municipality regulations.Support store expansion projects by coordinating commercial registration updates and municipal clearances.Documentation & Record Management
Maintain an accurate record of all company legal documents, employee files and government correspondence.Vendor and External Coordination
Build and maintain strong working relationships with government departments, PRO service agencies and vendors.Manage contracts with third‑party agencies for document clearance, translation and attestation.Act as a liaison between the company and various external entities to facilitate operational continuity.Internal Support & Communication
Partner with HR and Admin teams to ensure timely employee onboarding and offboarding.Communicate policy changes, updates and compliance guidelines to internal stakeholders.Provide proactive advice to management on potential legal or compliance risks related to HR or business operations.Qualifications & Skills
Bachelor’s degree in Business Administration, Public Relations or equivalent.Minimum 5 years of experience in HR administration, government relations and facilities management, preferably in the retail sector.Proven success in property leasing negotiations for retail and warehouse spaces.Seniority Level
