Overview
The Director, Digital Engineering (DE) leads the development of the strategy, architecture and execution of Qiddiya's DE platforms and products across the Transport Business Unit's (TBU) portfolio of infrastructure, built environment and related assets. This strategic leadership role involves directing and overseeing DE specification and deployment, aligning all engineered outputs with Qiddiya's vision, TBU's objectives and the DE regulatory and standards framework and best practice. The Director, DE integrates cutting-edge technologies (e.g. Artificial Intelligence applications, Digital Twin architecture, Systems Engineering, Asset Management) into guest-facing platforms and internal systems, ensuring scalability, resilience and innovation across all digital touchpoints, working closely with TBU functions and project teams and QIC Districts to align with broader QIC and TBU objectives and stakeholder expectations.
Responsibilities
- Define and implement TBU DE strategies and plans across all engineering disciplines : civil (incl. track, tunnels), structural, facilities and buildings (e.g. depot, station), MEP and specialist disciplines (e.g. rolling stock and control and command systems), ensuring alignment with Qiddiya masterplan, sustainability targets and Smart City integration.
- Lead the design and architecture of DE products in collaboration with enterprise architects and digital partners; select and integrate frameworks and services for scalable, future-proof, fault-tolerant solutions.
- Act as a role model for TBU leadership behaviors, in line with Qiddiya values and a "Safety First" culture, providing positive and engaging leadership within the TBU team.
- Define DE team competency requirements and ensure provision of DE resource capability and capacity across TBU projects; support recruitment, engagement, assessment, development and training as appropriate.
- Identify and develop TBU's DE requirements, targets and deliverables from concept through IFC (Issued for Construction) and In-Service Operation and Maintenance, providing best practices, coding standards, architectural guidelines and asset classification schemes.
- Develop the DE review process including independent assurance and approval in accordance with local DE security and compliance requirements (e.g. NCA) and industry best practice.
- Ensure DE milestones, recommendations, analysis and other information are effectively integrated into TBU project stage-gate activities.
- Communicate TBU-specific DE requirements to TBU project teams and relevant Corporate Departments (e.g. IT, Asset Management) and other BUs and Districts to ensure robust cross-BU alignment and compliant delivery.
- Support effective management of TBU project DE interfaces and resolve inter-project and cross-functional conflicts (e.g. security and resilience) as required.
- Develop and enhance TBU leadership and project teams' knowledge of DE industry standards, codes and best practice to ensure adoption of best-in-class performance and timely delivery and legal compliance.
- Motivate and inspire a high-performance DE compliance culture through clear direction, continuous feedback, recognition, collaboration, innovation and accountability across TBU, QIC and the supply chain.
Requirements
Identify and mitigate DE-related risks using appropriate risk management techniques and mitigating controls (e.g. cyber security protocols).Participate in national and industry events to stay immersed in DE best practice and latest trends and technologies.Develop DE requirements, specifications and clauses for project tender documentation; participate in market engagement, tender preparation and evaluation as required.Contribute to DE knowledge sharing and lessons learned; mentor and support new and young employees to broaden skills and career pathways.Ensure contracts under their responsibility are discharged in accordance with QIC business and regulatory requirements.Bachelor's degree in Computer Science, Engineering or a related discipline (Master's preferred).20+ years of experience in DE design and implementation, with 5+ years in a senior leadership role in a major project environment.Chartered Engineer (CEng, PE) or equivalent registration (IMechE, BCS, IET, IRSE, etc.) preferred.Transport sector and KSA / regional experience preferred.Seniorities and Employment
